rtsp server from android to pc

Hi, so I'd like to setup an rtsp server on an android device (Android version
4.2) and be able to watch the streaming video from a pc or laptop. I haven't
found a gstreamer plugin for rtsp for android. Is there one out there? Or is
there another way I can do this?
