does the GStreamer RTSP server support RTCP?

I guess that would be in rtpbin so the RTCP should be independent of the
RTSP server. From the standpoint of the rtpbin, you would simply be sending
RTP. Is that correct? This is more of a general question, not v. 0.10/1.N
specific.
