They are part of the androidmedia plugin but so far only contain
decoders. Support for encoders is in Bugzilla but the patch needs some
further work: https://bugzilla.gnome.org/show_bug.cgi?id=705129

OpenMAX IL is not a public API on Android, and the only public API to
access the codecs on Android is the android.media.MediaCodec API which
is available since JellyBean. This is used by the androidmedia plugin.
