Using hardware codec element in Android

I just builded with PDK.
I use include $(BUILD_EXECUTABLE) in Android.mk and source file is cpp.
and I will use compiled file in qcom board.

Can I start dalvik in cpp code?
I don't know about dalvik.
Though I searched rougly, to start dalvik, I have to use java. 

And to initialize the codecs, what I have to do?
Can you recommend the related site ?
