videotestsrc patch - sweep and flash

My patch seems to have stalled.  I am hoping to get it into the nightly PPA
so that it can be used to verify buggy behaviour in the app we are working
on (https://github.com/timvideos/gst-switch/issues/64 in case you are
wondering)
