Bug 737339 - gifdec: new element

Hi all,

Right now there is no element which helps in animating a gif image. Only the
first frame of the image will be shown.
So i had implemented a new decoder which helps in doing the same.

It has been long time since i submitted this. Bug ID 737339 in bugzilla.
Can someone take time to review this :)
