Hardware frame size mismatched to video frame size?

We're currently working on writing a hardware-accelerated element that can
only generate memory frames that are a multiple of 16 rows. We can output,
for example, a 1920x1080 image, but we need to embed it in a 1920x1088
memory buffer.

How should we negotiate our output? Claim to be sending 1920x1080, or admit
that our buffers are 1920x1088?
