GStreamer Failed on Windows 7

By following the tutorial  GStreamer Tutorial Installing on Windows
<http://docs.gstreamer.com/display/GstSDK/Installing+on+Windows>  , I
installed GStreamer SDK and set up the environment in my Windows_7_32.

As I went on with the Basic tutorials, my program always failed with a
message as below:

/The procedure entry point BZ2_bzDecompress at 4 could not be located in the
dynamic link library libbz2.dll./

What's the reason of this failure and How could I fix it?

Any help or hint will be highly appreciate.
