No, neither in 1.0 or 0.10. We will discuss this use case during the
GStreamer Hackfest in order to better define HW support where color
convertion can be accelerated.

Meanwhile, you may change you video-sink into a bin that contains
(filter ! videoconvert ! sink). There is also the insertbin element that
can help you opt-in/opt-out the filter dynamically.
