It hasn't been maintained in years, it has not been ported to 0.10. And
I think not one else has contributed something similar for 1.x. Ideally,
someone would write elements using the GstAudioEncoder/Decoder based
classes wrapping a G.729 implementation that can easily be
downloaded/packaged/installed.
