Is Opus encoder included in Gstreamer?

I need to use Opus codec for my audio transmission purposes , combined with
rtp payloads . Are these elements included in gstreamer? i have already
seen elements like *opusdec opusenc opusrtppay *but are they included in
Gstreamer base plugins or do i have to download some type of additional
plugins?
