Frame accurate gst_event_new_seek

I need to perform a seek event that is frame accurate, so that the first
frame after the seek is an I-frame.  To be as accurate as possible, should
I use GST_SEEK_FLAG_KEY_UNIT for the seek flag?  Likewise, for the stopping
seek type would it be best to use the relative or the absolute position?
 For the start seek type is GST_SEEK_TYPE_SET is appropriate?
