I suppose BCM stands for Broadcom. You should investigate the cause of
you HW decoder failure. Seek for support from your supplier.

It seems that mplayer is doing software decode. If this is what you want
in GStreamer, remove the BCM plugin(s) and make sure gst-libav is
installed.
