> How do I apply these Plugins to My current 1.2.3 Gstreamer installation on Windows?
There is no VA-API implementation on Windows, so those plugins do not
apply in this context.

Gwenole.

> gstreamer-vaapi is a collection of GStreamer plugins and helper libraries that allow hardware accelerated video decoding, video encoding and video processing through VA-API. Complete support depends on the underlying hardware. However, video decoding from JPEG, MPEG-2, MPEG-4:2, H.264 AVC, H.264 MVC, VC-1 and VP8 is supported; and video encoding in MPEG-2, H.264 AVC and H.264 MVC format is supported.
> Renderers are available for X11, GLX, Wayland and raw DRM for headless pipelines.
