AC3 Encoder for 0.10?

I am looking for a Dolby AC3 (A/52) encoder for gstreamer. Doesn't appear
to exist. I am aware of avenc_ac3 in gst1.0, but the application I am
working on requires 0.10. Any workarounds or solutions to this?
