GIT master feature-frozen for 1.4 release

Hi everybody,

GIT master of GStreamer core/base/good/bad/ugly/libav is now
feature-frozen for 1.4. Please test everything, make sure all the new
APIs make sense and try to stabilize everything so we can release ASAP.

Any new features or API changes (of new API) should be discussed in a
bug report from now on, with the notable exception of
  - the pending API cleanup of the device monitor API
  - the GL library and plugin
  - the new GstAggregator baseclass in gst-plugins-bad
, but even for these please focus on stabilization instead of adding new
stuff. Fixes for everything else can be pushed as usual, except for the
times when a release is prepared.


1.4 should hopefully happen early July, with 1.3.3 early next week and a
1.3.90 release candidate the week after. We'll see, this all depends a
bit on unexpected problems :)
