teletextdec on 1.3/1.4

Hi,

Is there a plan to migrate the gstteletextdec from 0.x to 1.3/1.4?

If not, may I help to do this (because I need it)?

I had a short communication to Edward Hervey, but it's not really clear for
me:

'Is there something to do and if yes, what is to do'.
