How to install gst-vaapi on centos 6.4

I want to install the latest gstreamer-vaapi  on centos 6.4 ,Please let me
know what are the system prerequisites and what packages/dependencies that
needs to be installed.
Does the centos 6.4 support the latest vaapi drivers?
