How to install gst-vaapi on centos 6.4

CentOS 6.4 is a bit of a pain to install the 'latest' anything on, since
many of its libraries are usually too out-of-date to successfully build a
new application from the latest sources.

However, we are currently working with gstreamer-vaapi compiled from git on
CentOS 6.4, so its possible, but it was a struggle.
