How to install gst-vaapi on centos 6.4

The things which I discovered would not just 'happily' install into
/usr/local/bin and be usable were:
gcc
autotools
and at some point I needed to install both of those.

I get that exact error when I don't have DISPLAY initialized to point to an
X session (such as :0) which has vaapi support.
