changing the quantizer and frame rate

Hi everybody,i m new in gstreamer, and want to streaming mpeg4 video over the
Lan and I want to measure the outgoing bitrate at server.my elements are:
videotestsrc, ffenc_mpeg4, udpsinkWould you please help me in this
regard?Thank you in advance.
