Installing and operating gstreamer on Windows 7

Please advise how best to learn about installing and operating gstreamer on
Windows 7:

.        Recommended version

.        Recommended installer

.        Recommended development tools; I'm thinking Visual Studio 2010

.        Any recommended resources that will help

 

And, best user interface to come up with gst-launch commands?
