gst-plugins-gl should not be (and is not) required by gst-plugins-bad.
In fact everything from gst-plugins-gl was moved into gst-plugins-bad
before the 1.3.1 release.
Does it still fail for you with 1.3.2? If so, can you provide the error
and also your config.log?
