RTSP stream burst

Hi,

It does not exist yet but the idea is to add the same logic that is used in
multifdsink to implement burst-on-connect to multiudpsink (with rate
limiting from the basesink class). The first step for this was to extract
the burst code into a separate object, which is available here:
