Change MPEG2ENC bitrate limits?

I noticed while encoding that mpeg2enc has a range of 0 - 10000 kbps. How
exactly would I go about overriding or changing it? Attempting 17000 kbps
simply sets it to default of 1125.

Integer. Range: 0 - 10000 Default: 1125
