You broke it again with the commit
493337c4b154a789b5f5e9d86f95b4015d07b57e. It doesn't work anymore.
Also I think that this pipeline should work because vaapiencode_h264
reports to be able to handle BGRx.

gst-launch-1.0 videotestsrc !
video/x-raw,format=BGRx,width=800,height=600 ! vaapiencode_h264 ! fakesink

But this also fails.
