Encoding raw video

When I start pushing data after calling gst_element_set_state(pipeline,
GST_STATE_PLAYING) I always get GST_FLOW_FLUSHING error from
g_signal_emit_by_name(src "push-buffer", buffer, &ret).
What does this mean?
