NOTICE : 1.4 Branch frozen for release

Hello all,

  The 1.4 branch is frozen as of now in preparation of the 1.4.3
release.

  Please join the #gstreamer IRC channel if you wish to push any commits
to the 1.4 branch.

  The branch will be open again once the 1.4.3 release mail is sent
out.
