mpegtsmux with TS stream

It seems that I joined a stream before the keyframe arrived, so ffprobe show
" [h264 @ 0xea43c0] non-existing PPS referenced". Now I fix it.

VLC  can not smoothly display live video, but it could smoothly display
record video. I do not why.
