h264parse and unkown nal types

I'm trying to make sense of a raw h264 stream.

The following pipeline

splitfilesrc location="*.264" ! h264parse ! fakesink

produces the attached log and not a single frame is decoded.

The h264 spec has most of these undefined. Look at table 7-1 in: http://www.itu.int/rec/T-REC-H.264-201402-I/en

Any ideas about the kind of data I am looking at? Any suggestions?
