RTSP camera problem

I am trying to do a simple test of concept with an rtsp camera.

*gst-launch-1.0 playbin uri="rtsp://10.1.12.206"*
* I am getting error "Could not read from resource"
     - gstudpsrc.c(662): gst-udpsrc_create (): ...
* Looking at WireShark output the camera is communicating.

However when I use this version it works correctly, the video box appears.
*gst-launch-0.10 playbin2 uri="rtsp://10.1.12.206"*


I have tried in on multiple computers but with the same results.
