Gstreamer-1.0 with tvtuner(framegrabber) in Windows

Hi,

I have a zebronics tv-tuner zeb-tu1000 and a turnigy NTSC 12v camera
attached to it. I have tested following pipeline :

gst-launch-1.0 ksvideosrc device-index=1 ! videoconvert ! autovideosink

I am getting :
Failed to start capture ( 0x0000048f )
 
I am using windows-8.1 64bit system, i installed gstreamer from :
gstreamer-1.0-devel-x86-1.5.2.msi
and
gstreamer-1.0-devel-x86_64-1.5.2.msi

My system is recognizing the device ( zebronics ) as a USB TV TUNER.

I tried the same with EASYCAP capture device in Windows, but having same
problem. In linux, with Easycap capture device, i am able to preview it
using following pipeline :

gst-launch-1.0 device=/dev/video1 ! videoconvert ! autovideosink 

In windows, i am not getting any success with any of the devices. 

Is there any directshow plugin in gstreamer to capture from video devices?

Please someone help me in how can i use tv tuner device in WINDOWS with
gstreamer.
