meaning of target-bitrate in omxh264enc?

Hi, I am new to gstreamer and also omxh264enc. I have a question. What does
following mean?

omxh264enc target-bitrate=1000000 

Can I understand this means target-bitrate is set to 1 Mbps?

And do target-bitrate implies it is peak bitrate or average bitrate?

Please help. I could not really understand this.
