meaning of target-bitrate in omxh264enc?

Thanks Sebastian for your answer. My platform is Raspberry Pi 2. Could
anybody have experience with what this target-bitrate means for RPI2 please
explain?  I could not really find how this means for RPI2. I checked RPI
github page:

https://github.com/raspberrypi/firmware/blob/master/opt/vc/include/IL/OMX_Broadcom.h
https://github.com/raspberrypi/firmware/blob/master/opt/vc/include/IL/OMX_Index.h

OMX_Broadcom.h and OMX_Index.h were included in

https://github.com/GStreamer/gst-omx/blob/master/omx/gstomxh264enc.c
as 

#ifdef USE_OMX_TARGET_RPI
#include <OMX_Broadcom.h>
#include <OMX_Index.h>
#endif

Please help.
