custom python GstVideo.VideoFilter

Hi all,

This is really a continuation of
http://lists.freedesktop.org/archives/gstreamer-devel/2014-July/048912.html

I attempted to create a more complete VideoFilter example.  Here's what I
have so far:

I'm probably doing something really simple wrong, but none of my
overrides get called.
