JPEG 2000 over MPEG-2 TS

Transporting JPEG 2000 compressed video over MPEG-2 TS is currently a hot
topic in broadcast:

Assuming I have JPEG 2000 compressed video stream, could I use gstreamer to
send the stream over MPEG -2 TS ?  Are there existing plugins that could do
this for me?
