Gstreamer version issue

Thanks Lijing for sharing your feedback.I don't think so the delay factor is
due to encoding.My idea is the problem may be during decoding.But for that i
am trying to ensure that my server is pumping 30fps.I'm monitoring the
receiver capabilities with debug elements.Will update you if i end up with
some facts.
