server doesn't support seeking

I think you already got the answer. If not, you should find the answer in
your server implementation, not gstreamer. :)

The header from your server should be like this.

HTTP/1.1 206 Partial Content
Content-Range: bytes 100-200/500


basically, if server can response with "Partial Content", souphttpsrc will
recognize your sever supports seek.
