Is there a working camera source for GStreamer 1.3 on Windows?

Is there a distribution of 1.x in which they are working? I have seen people
claiming to be using ksvideosrc with various distros but having examined
most of them couldn't get it working myself.

If not I will try a build, could you point me in the right direction of the
source?
