small doc build status updated

the plugin doc build won't use the tmpl files anymore. The main
motivation is that gtkdoc-mktmpl is deprecated. Besides I think the new
approach is a bit simpler too. If you update your current git checkouts
you'll get the details included twice. To fix it, remove all the tmpl
dirs. E.g. in the directory where you have all the gst modules checked
out, run:

find . -wholename "*/docs/plugins/tmpl" -type d | xargs rm -rf
