gstrtph264pay stap-a support

Hi all,

While playing with gstrtph264pay, I realized that my network interface was
sending many small datagrams.

It seems that gstrtph264pay.c does not implement support for RTP STAP-A packets
(aggregation of multiple small H264 payloads related to the same timestamp in
one single UDP datagram). 

Is there any plan to support this ? Is there any particular caveats I should be
aware of to implement such a feature ?
