Is gstreamer can decode ADPCM file format (4bits/sample)

I want to decode a standard ADPCM file format (4bits/sample). Is gstreamer
adcpmdec element (or other elements) can help me achieve this? I am concern
that gstreamer only works on at least 8bit/sample data, right?
Per standard, ADPCM samples are 4bits/sample.
