Gstreamer signals

Is it possible to change gstreamers configuration on the fly while it is
running to adapt to issues such as network llatency, packet loss, low
bandwidth availability and the like?  I was thinking color depth, bit rate,
framerate...etc.

I want to stream via 4g but I know there are several factors I need to
account for.
