Best way to create robust application

Hi,

I'm looking for the best way to create an application that can be play at
every moment.
It's an application which receive data on UDP port. 
The data may be wrong same very bad. 

Currently I use gst-launch but sometimes it seems the pipeline is broken.
And most of time it takes too long to play the video.
VLC is almost perfect for this task and it handle quickly but always with
latency (2 seconds). 

What is the best solution to solve my problem ?
