Issues with using splitmuxsink through SDK (0 byte file output)

I am trying to recreate the example pipeline for splitmuxsink  here

but using rtspsrc instead of v4l2src. Here is the code for the  pipeline

I'm really not sure what is wrong with my pipeline because I checked the
pipeline diagram for another filesink application (that works) and both look
similar to me. I'm not getting any errors or debug logs so I can't really
tell what I'm missing. I believe all elements are properly linked but I
guess there is something that I haven't include.
