RTP and retransmission: way too many rtx requests

Can you file a bug at
  https://bugzilla.gnome.org/enter_bug.cgi?product=GStreamer
and provide a testcase to reproduce it there and also a GStreamer debug
log (at sender and receiver) with GST_DEBUG=2,*rtp*:6 ?
