An element can simply pass on the data it receives without modifying it
in any way if the input and output formats (i.e. caps) are the same and
it doesn't perform any transformation of the data.  There are also other
modes of operation available as a part of GstBaseTransfrom of which
documentation is available from
http://gstreamer.freedesktop.org/data/doc/gstreamer/head/gstreamer-libs/html/GstBaseTransform.html#GstBaseTransform.description.
