need some low level GStreamer architecture help

OK, I have found the problem and it is something that I (kind of)
introduced by fixing a different bug in the depayloader.
I have been working with many different video sources. One in particular
has a SPS that ends with 0x00. There is (really bad) code in GStreamer that
considers 4 byte start code prefixes and tries to remove incorrect 0x00
sequences. Well, it was truncating my SPS and causing it to be invalid. I
only found it because I was adding code to generate the sprop_parameter_set
and noticed that the SPS was 1 byte short sometimes. So, I modified that
code to not do that, which caused this new problem that I have been
chasing. Specifically, in the rtph264depay source there is a function
gst_rtp_h264_depay_push_nal() that checks for the type of the NAL passed
in. Somebody *HARDCODED* the array index without using a #define SYMBOL
assuming a 4 byte start code prefix. So, when I fixed the previous code and
forced a 3 byte start code prefix, this function started failing to
properly identify the NAL type, causing all kinds of problems.
