GStreamer windows, Java need your opinions

GStreamer project includes a tool that we use to produce our builds.
Basic instructions are found in README file of it's git repository:

So if your plugin builds using the same build system as other GStreamer
component (the easiest is when you do Open Source new plugin, then you
simply add your plugins code into gst-plugins-bad repository). All
windows builds are produce using Ming, could be cross-compiled from
Linux or run natively on Windows.
