switching between elements using python and gstreamer 1.0

I have this pipeline: gst-launch-1.0 filesrc
location=/home/sami/Desktop/python/celine.mp4 ! decodebin ! theoraenc
quality=1 ! oggmux ! filesink location=/home/sami/Desktop/new.ogg

I need to create a python script that would allow me to switch between the
element "theoraenc quality=1" to "theoraenc quality=50"

any ideas ?
